For several months Christine Gibson-Pierce, Bill Townsend and Sara Burrell (former Chairman of Plaistow and Ifold Parish Council ), as part of the Plaistow and Ifold Parish Neighbourhood Plan steering group, have further volunteered their time (in addition to many years) and updated the Plaistow and Ifold Parish Neighbourhood Plan with assistance from AECOM. Last week the amended Plan was ratified by the Parish Council and will be submitted to Chichester District Council under Regulation 15.
This is a second submission. The first being on 31 August 2018. Unfortunately, due to Chichester District Council resource issues, The Plan was not immediately progressed by them to Regulation 16 (a further six week consultation with residents and statutory consultees) as would have been the expected stage of the process.
In addition to that delay, a European Court of Justice (ECJ) ruling in Ireland caused changes to Habitat Regulation Assessment (HRA) for all neighbourhood plans throughout the UK. The ECJ is the supreme court of the European Union in matters of European Union law. The Parish had to have its HRA screening updated, along with our Strategic Environmental Assessment, Basic Conditions Statement and Statement of Consultation. Then the National Planning Policy Framework was updated by MHCLG in February 2019. Consequently, members of the steering group have had many weeks of careful review of NPPF conformity references to policies in The Plan, in order to update accordingly and prepare again for Regulation 15 submission. Finally, this Neighbourhood Plan website was updated.
We now move forward and are looking at selection of an appropriate Examiner for the Examination phase.
